How the work is taken
Where an industrial does not yet have the place, the firm represents it in Washington, on the mainland, and in Puerto Rico. The principal, a lawyer, leads the counsel the matter requires. The solution is written so a board can defend it.

The principal is named. The perimeter is written. Substance begins only after conflicts are clear.
A reading of the place
Authorities and instruments — foreign-trade zone, port, airport, incentive — and whether the course is available.
A written opinion
The course the firm would recommend, and the fact that would change it. Introductions only where the firm can stand behind them.
Jurisdiction note
Eight to twelve pages. Authorities, instruments, the conditions around a decision, and a recommendation to proceed, pause, or decline. Usually within two weeks of instructions, once conflicts are clear.
RMiller Consulting Global Advisors LLC is a private advisory practice, in continuous operation for more than a decade, with desks in San Juan, New York, and Jacksonville. Wilfredo Reyes is the principal and the person authorized to act for the firm. The firm is not a public body, and it is not owned or controlled by a government.

Trade architecture
As Assistant Secretary at the Puerto Rico Department of Economic Development and Commerce, he secured the first federal Foreign-Trade Zone designation for an airport, at Rafael Hernández in Aguadilla. That instrument enabled Lufthansa Technik to establish its largest U.S.-based maintenance, repair, and overhaul operation, associated with well over 600 jobs.

A global operator
He led the negotiations that established IKEA stores in Puerto Rico and consolidated the Swedish retailer’s Caribbean distribution, logistics, and dispatch center in Bayamón — on the order of 800 jobs and well over $150 million of investment.

Since 2015
In 2015 he created the technology and innovation campus in Bayamón, Puerto Rico’s second-largest city, by repurposing a municipal facility, and he carried its expansion from there. The campus — Engine-4 — grew into the island’s principal applied-technology center: its largest mixed-use floor for firms and builders, T-Mobile’s first 5G and NB-IoT open innovation laboratory in Puerto Rico and the U.S. Virgin Islands, and laboratories and flight projects tied to NASA.

Since 2025
In January 2025 he was engaged by officials of the National Security Council and the Office of Management and Budget, at the Executive Office of the President, to advise on the United States Maritime Dominance pledge — the sea lane treated as the main artery of the critical-supply chain.

Across the mandates and public projects he has directed, the record accounts for more than $1 billion in investment and thousands of jobs, with partnerships across the United States, Europe, Latin America, and Southeast Asia.
